EMMA was created to turn that civic energy into a <strong>safe, organised, and efficient response<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why EMMA matters<\/h2>\n\n\n\n<p>When a major emergency happens, municipalities often need to mobilise hundreds or thousands of citizens quickly\u2014yet many local administrations lack <strong>standardised protocols, training, and tools<\/strong> to manage volunteer registration, role assignment, communication, safety, and logistics.
